Thanks for your posting here.
Do you mean that you cannot change the password on Windows 98 client when
the password is expired?
What is the detailed error message you got?
Now please try these steps.
Restart the client.
Start Winipcfg.exe and release the Dynamic Host Configuration Protocol
(DHCP) information and renew it.
Open the share in Network Neighborhood.
Click Start, click Run, and then type \\servername, where servername is the
name of your server.
In addition, let us check the binding protocol of the NIC:
1. In one problematic Windows 98, right click Network Neighborhood and
click Properties.
2. Double click the network card, and select the Bindings tab.
3. Check if there is only TCP/IP in the list. If there is IPX protocol,
please unbind it.
4. Click OK and restart the computer.
5. Then test if the issue still occurs.
The other possible reason is the wrong settings in the LMHOSTS file.

Then restart the computer and test if the issue occurs.
If the issue still occurs, let us check the admin shares in the Windows
2003 DC. They are related to the Windows 98 logon:
1. In the Windows 2003 DC, run a DOS prompt.
2. Type the command below:
Net share
3. Then please check if IPC$ and Admin$ shares exist. If not, please refer
to the knowledge base article below to restore it:

Please also check if the "File and Printer sharing" is enabled in the
Windows 2003 DC.
