1)How can I force users to login to Windows ME and Network
and avoid users ESC from login prompt ?
2) How can I prevent these users from altering SETUP and
deleting files on SYSTEM ?

These are features of the NT kernel based operating systems. You might look
for third party software.

If you want to keep un-authorized users off your computer, set up a
BIOS password that has to be entered to boot the computer.

Here are possible ways to prevent users from bypassing the Windows ME
logon. However, it's not hard to get around these, and information on
how to do it is freely available on the web:

1. When the logon is canceled, Windows actually logs the user on as
the "default" user. You can configure the default user to be
immediately logged off, causing the logon prompt to return:

2. Doug Knox has developed a procedure that requires a valid logon:

Click "Security" and then click "Prevent Unauthorized Users from
accessing your computer". Be sure to follow the steps exactly as
documented.

I'm not aware of any way to do that in Windows ME.

Put this command in the Startup folder for the Default user:
'Rundll32.exe shell32,SHExitWindowsEx 0'

On a FAT16 or FAT32 filesystem, you can't. All you can do is make important
files Read Only and/or Hidden, assuming it doesn't break anything. Or you
could add important files not already included in the System Restore
feature.
