Folder Permissions and Outlook

Hi all

Server and Outlook question:

I am looking at a system for control of certain image files.
These can be placed in a directory with read only permissions, to allow
people viewing access without the risk of accidental deletion. However I am
not sure how to control these files wrt Outlook. Can a permission be set to
stop people attaching files to emails? Is there a procedure for doing this
in Exchange?

Software is Windows Server 2003 Exchange 2003 and Outlook from Office Pro
2003.
