It depends on your ISP whether you can get a fixed address and whether they
allow or block websites on ADSL connections.
My ISP, Freedom2Surf, offer fixed IP addresses - one free with the "PureIP"
entry-level product - you pay a bit extra if you want more. I don't think
there is anything in their Ts&Cs about (not) running a web server other
than the usual decency stuff. In general F2S do not block or proxy anything
which is useful.
Perhaps your ISP is similar, otherwise, have a look at
www.f2s.com.
They charge £22.50/month (inc VAT) for ADSL/512. You also get 50MB
webspace, 5MB MySQL/PostgreSQL database, and PHP, Perl and Frontpage
support and a good number of virus-checked e-mail accounts.
The service I have had (for the last 18 months) has been reliable and fast.
The only downside is that they only staff the phones during office hours.
General problems affecting groups of users do get fixed outside these
hours. FWIW they are members of LINX, RIPE and NOMINET and are BS EN ISO
9002.
