firewall config problems with box having multiple ip addresses

Hi,

I've seen this problem on at least two different servers now, running Server
2003 SP1 both with a 2nd IP address on the same network adapter. The
problem is that when you make firewall changes (just the stock Windows
Firewall SP1 came with) it seems to require a reboot to make them take
effect.

The reason I have to have multiple IP's is to host different web sites, so I
don't know if running IIS also is required to reproduce this problem or not.

I've tried restarting the firewall with a netsh command to no avail. I've
also tried starting and stopping services related to the firewall also to no
avail. Is this a bug that somebody else has seen?
