Is there a command under linux to show all IP addresses on the network?

You could try a broadcast ping and then parse your arp cache, to see who
responded.

see man ping, have a look to -b, but still some work to do
to filter the ip

Looks like that command does it.

Although, I have a Cable modem on the network that it is not picking up.

Is there a way to determine the IP address of the cable modem?

Occasionally, the cable company resets the IP address of the modem and
I need this IP address for remote connections.

Dynamic DNS will be your friend. There are several DDNS providers to
choose from. One free provider is http://www.dyndns.org/.
