On a Linux/*BSD box, insert a line into rc.local that's something like
/usr/sbin/ifconfig | mail -s addresses your_address
On a Windows box, there's some provision in the user properties for a logon
script. I don't know how to mail from a DOS prompt. Go for the dynamic DNS
service in this case.
My box has an ostensibly dynamic address, but it gets the same address for
weeks at a time, because DHCP is handled by a router which I never shut down
(it's silent and cool... no moving parts).
