File Server Suggestions

I want to change our file server from novell to Windows platform. What is
the ideal config and windows version for a good file server/storage?

(Example, windows2003 standard vs, 2003advanced. 32bit vs. 64bit, will it
matter too much having 2 CPU, dual core, RAM.)

Well that would all depend on the load put on it, wouldn't it? Since you
haven't told us anything about that, nobody can accurately recommend what
version and hardware to use. Or you could just buy the most expensive solution
possible.

Howmuch load would you think FILE SERVING needed on any server?
All it needs to do is storage present files to end users.
My guess is minimal, no applications like SQL or don't need any other
service.
The only thing I know for sure I need is disk strorage and good NIC card for
fast access

I think the responder was asking for basic things such as how large your
network is. How many users you have, how many files you have, what is the
average size of the files, how often do the users access the files, etc are
fundamental questions to ask.

Then why bother with a server at all? Go buy a NAS device.
