file browsing speed over VPN

I have a new Win2k3 Enterprise Server running DHCP, DNS, Active Directory
and RRAS. It is single nic'd, I can connect remotely no problem. Remote
desktop works great but it takes too long to open network shares. It will
eventually lock up the local machine. I can sometimes open a share but takes
3 to 4 minutes. The server is on a fractional T1 and the client is on
1.5-3.0MB DSL. Any help would be great! Thanks.

VPN is great, but has limitations. If you open a small file (like a txt file
in Notepad) do you have the same issues?
I'd use remote desktop for most purposes.
