File access problem

I have a problem every so often with a Windows 2000 Advanced server. Every
so often a file gets locked so that it cannot be deleted. I try logging off
the user that was updating the file and I still get a sharing violation
when
trying to delete it. Is there a way to see what locks are on a file and get
rid of them. As of now the only it can be done is to reboot the server.
Thanks
