There was talk of this a couple of years ago. A quick Google for some
of the key words that I remember from the time turned up the link below.
Can't be bothered to read it right now but others may have the time to
do so.

From one extreme to the other! Having had a quick scan of that, it looks
like the proposal is to lay fibre to get DSLAMs closer to the end users,
to get ADSL2/2+ and VDSL2 working. Fibre may be taken all the way to the
premises in some cases.

I think that is in the end the way things will go.

Rather like cable is done: Fibre under the roads, and *active* boxes in
the street,with the last few hundred yards by copper, if that.

Ultimately it will be faster, more reliable and cheaper.

But its a huge capital investment up front.

With the price of copper ever-rising, it might be cost effective, given
the salvage of the old cables...
