Failure to store a TS CAL license

I have two 98SE machines that are both exhibiting the same
problem - for some reason when these pcs connect to our
terminal server they are only issued temporary licenses
which run out in a random number of days.

There is a Registry fix wherein you delete the
MSLicensing "store" key. This temporarily fixed PC #1,
but not PC #2. PC #2 still cannot connect to our Terminal
Server. Any ideas?

P.S. I assume in a fixed amount of days, I'll have to
delete the "store" key on PC #1 again, because it
continues to be issued "temporary" licenses.

All other remote PCs connect without issue.
