Extremely Slow Logon

I am running Windows Server 2003 with SP1. It is a member server of a domain.

After logging in, the machine sits at the 'Applying System Settings' for
about 2 hours before it finally finishes logging in.
After the login is finished, I am unable to access any of the NIC properties
through the GUI. When I try to access the Network through control panel, the
control panel menu for network won't even activate.
I can look at the network settings through the ipconfig command. I am also
able to export the settings using netsh. All network settings seem to be fine.
When I try to shut down, the machine takes an hour or so where it says
"executing: finish user group policy..."

When I unplug the network card from the switch, the login process works very
fast with the cached credentials.

So, why is the logon and logoff so slow when the server is connected to the
network. It hasn't always been like this. Started happening recently. No
changes on the server.

Any help is appreciated.

This is just a guess but do you have a APC UPS on this computer, if so look
at the following

I had the same problem about 3 months ago. It was resolved by setting up DNS
on the server and setting DHCP to distribute the server IP as the DNS to all
workstations. For some reason, 2003 server insists on being the DNS server.
