My Windows 2003 Server is assigned an IP address ten times by a DHCP server.
The MAC address of these "extra hosts" also has 10 extra bytes tacked onto
the end of them. Any idea of what is happening?

Is the DHCP server doing an auto-cloning of some sort that I am not aware
of? Thanks.

I'm not positive, but this sounds like the DHCP addresses assigned to
RAS/VPN interfaces.

What about server licensing? If a server was installed as per-seat as
apposed to per license... will Windows Server then request ten IP addresses
via DHCP?

The licensing service does not request DHPC addresses on behalf of
licensed computers.

But even still, after powering down the server and clearing out all IP's
from the router... 10 more entries show up on the router every time I
re-start the server.

The licensing service does not request DHPC addresses on behalf of
licensed computers.

Like the other poster said.... its probably RAS server. Check it, go to
services and stop it, uninstall it, configure it not to preconfigured the
IP, configure it to use AD DHCP instead of RAS DHCP or configure it for
static IP address.

The point is to follow his advice and see if that stops the problem.

From a distance - his explanation seems to fit your problem.

If RRAS is configured to use DHCP for IP distribution to RAS clients, it
will grab blocks of 10 IPs at a time as needed. This is default. You can
work around it by providing a static pool in RRAS properties.
