You need to disable the routing and DHCP functions of the 2nd FM114P. Give
the 2nd one a different IP address so you can manage it across the network
without interfering with the 1st.

Connect the 2 via a fixed UTP cable - much simpler than trying to use
wireless for the netgear to netgear link, and will give better overall
performance.
put the 2 wireless units on different wireless channels to minimise
interference - perferably 6 channels or more apart.

You dont need static addresses on PCs, you just need to get to only 1 DHCP
server.
