There are a few different causes for this error but you'll need
to give more details. As Bill suggested, when the subnet master
browser cannot be contacted, the computers will force an election
in an attempt to become the subnet master browser.
Another cause for this error is having a router on your network
forwarding UDP packets, Cisco calls this IP helper. This causes
machines to register with a remote SMB instead of the local browse
master.
At least one more cause I know if is having an incorrect subnet mask
but AFAIK that was NT 4.0 days..
