Event ID 7024 - No KB available

We have an 03 DC running WINS, it failed with the following error. Unfortunately this event has no KB info at MS.co. Can you please advise on this issue

Stop WINS (actually, it didn't start ), move it's database from
%systemroot%\system32\wins somewhere and try to start WINS.
