Event ID 46 Certificate Authority

I have installed Certificate Authority on a Windows 2000 server. I am
getting the follwoing error int the event viewer:
The "Enterprise and Stand-alone Exit Module" Exit Module "Notify"
method returned an error. Cannot find object or property. The returned
status code is 0x80092004 (-2146885628). The Certification Authority
was unable to publish the certificate for AMC\Administrator to the
Directory Service. Insufficient access rights to perform the
operation.
