http://www.biscit.net - though @ £23.99 there are more expensive than
several "full"/24 hour ADSL ISP's.

If you are a low user (bandwidth wise) look at http://www.metronet.co.uk/

Otherwise Plusnet, Bulldog* and BT Broadband all offer "cheap" packages

Also, have a look @ http://www.adslguide.org.uk/

I think you have missed one of the main selling points of BB:
It's ALWAYS ON !
Aside from 'sort of payg' Metronet, there are 150kbps throttled deals from
Tiscali and PlusNet at ~15.99 p.m.
but the best deal is probably PlusNet Home surf at £18.99 p.m. for proper
512kbps.

Err - the best deal at the moment for low-cost Broadband has to be NDO's
£15.99 a for 512k ADSL...

This is for the first 5 months, the other 7 months of the 12 month
contract, being charged at £21.99 per month, so it works out at £19.49
per month, no web space, newsgroups, or email.

Not time specific as such, but with limited traffic and probably the

there must be a large number of home users who have light use who need
evenings and weekends only contracts ,they will never sign up for a
full broadband package.
for the cost of a years BB you could have a holiday in spain or
greece.
and in the summer ,many users dont use their internet very much as
they will be out and about.
its ok for businesses and hard core gamers but to sign up all the
light users is unlikely. a years BB makes you a slave to your internet
connection.
all those BB zombies who never see the light of day !
