ethernet autonegotiation result

Which C API can I use to know the ethernet autonegotiation
result (and parameters) ?
I looked into the ioctl_list and the /proc filesystem but there
doesn't seem to be one there.
Maybe there is a generic way, but probably, if any, it is driver
specific.

Btw. which way is best from the bash command-line ?

mii-tool

is a simple CLI tool that reports one line per NIC
