ESENT error on Domain Controller

We have a windows 2000 server and a windows 2003 Domain Controller Server
with SP1. I changed the windows 2000 server DST time using the TZEDIT tool
and rebooted all machines. Now I am getting this error on my Windows 2003
Domain Controller.
Event Type: Error
Event Source: ESENT
Event Category: General
Event ID: 485
Date: 2/2/2007
Time: 12:24:50 PM

Description:
tcpsvcs (1752) An attempt to delete the file
"C:\WINDOWS\System32\dhcp\backup\old\new" failed with system error 5
(0x00000005): "Access is denied. ". The delete file operation will fail
with error -1032 (0xfffffbf8).

I have no idea why changing the DST on the windows 2000 server would affect
my dhcp server. The Dhcp server is running fine but I get this error about
every 60 minutes (which I understand is when the dhcp database backs up). I
googled and found a few other administrators with the same error but no one
seems to have a solution.

At the same time I did the TZEDIT on the Windows 2000 server, I also
upgraded the Domain Controller with the .Net 3.0 update. Maybe this caused
the error. I am stumped at this point so any help would be greatly
appreciated.

Update: I have isolated the culprit to the .NET 3.0 runtime update. My
DHCP database is probably corrupt.
I have read several posts about fixing the database but none are consistent
in their solutions. Do I have to Jetpack the dhcp.mdb first before I
unauthorize the server, or can I just unauthorize the server then stop the
dhcp service, set to manual, restart server,
and then start the DHCP services and reset to automatic. Also, will this
have any effect on my Active Directory Database?
I am concerned because I have only one Domain Controller that runs Active
Directory, DNS and DHCP. Again, thanks for your help.
