Error viewing connection properties

When I try to view the properties of a network connection I get the following
error: "An unexpected error occurred". The box is labeled "Network
Connections". My only option is to click 'OK'. This gets rid of the box,
but I cannot view properties. I've researched this and tried re-registering
the netshell.dll and ole32.dll as specified at:
support.microsoft.com/kb/824923. I've also tried reapplying the latest
service pack. I am running Windows Server 2003 Standard. Two NIC's. One is
disabled. The enabled one is an Intel PRO/100 with the latest drivers
available through Microsoft Update. Can anyone else offer some suggestions
for fixing this issue.
