Error upon launching any browser

My Windows 98 system has suddenly "hosed". I am unable to launch any
browser --- IE, Mozilla, FireFox, Netscape. In each case I get the
following error on the blue screen:

A fatal exception 0E has occurred at 0028:C003123B


Also, I used to use IPMSG for Win32 (version 2.06) in order to be able
to share files across different PCs at home. Even that is not working
now. Is there a problem with my TCP/UDP stack software? Any pointers
that will help will be appreciated. I have too much legacy stuff on
that system to let go of it.
