Error: Network configuration has changed.

2 days ago I could not get into the internet. We have cable and the
house is networked. I can get to the network with my daughters
computer, but not mine. Here's the error I get:
"Network configuration has changed. Application will be closed and
winsock parameters will be adjusted to satisfy network settings.
Please run the applications again."

Just a brief history. The internet went down plus I found several
other errors. I ran some registry enhancing software, cleaned up the
registry, installed some spyware/adware removal tools and cleaned this
up. Now the computer boots fine, but I can't use Eurdora, IE, or even
ping. I can ping my ethernet card. I know it's working because I
replaced it and got the same error.

I've gone into device manager and the network card is working fine.
I've gone into the tcp/ip settings and this looks right.

Any ideas?
