error message.. netconn has caused error

I am trying to set up a network and I get an error message
on my base pc that reads.. Netconn has caused an error in
netconn.exe. If this problem persist, restart your
computer.
Restarting doesn't help.
Any suggestions?

Please describe, in greater detail what you are trying to
accomplish. How many machines? What are the Operating
Systems...all ME ? Are you using a router? What kind of a
router? DSL modem, dial-up-modem?
