error connecting to ftp site

i can connect to an ftp site, but when doing a directory listing, i get a
"425 can't open data connection"
running on 2003 sp1; site running off of inetpub\ftproot
any ideas?

thanks, but...
first article applies to IIS 4 on NT with proxy server
second article applies to NT/2000; using windows ftp client that generates
data port and not using quote command
third article applies to IIS4 and IIS5
fourth article applies to ISA2000
fifth article applies to NT4/IIS3
sixth article applies to 2000/IIS5
seventh article applies to ISA2004
eighth article applies to IIS3/IIS4 with proxy server

as i stated this is windows 2003 sp1. no isa server. client and server are
on same network in same location. client is xp sp2
