Error 633 when trying to establish broadband connection

I've spent the last 48 hours scurrying round the net and Google groups
trying to sort out the appearance of this message "Error 633: The Modem (or
other connecting device) is in use or is not configured properly" every
time I try to launch an internet connection. As far as I know, everything
is as it was 48 hours ago and I've added or subtracted nothing to cause the
port to be blocked. There is a lot of verbiage about the message,
especially on the MS groups, but no one seems to have discovered a reason
for it appearing or a way of getting rid of it. Has anyone else on this
group come across it or anything like it or, if not, can anyone advise
where to go to try and get an answer?

Might help by explaining what the 'as it was' should be for those of
us who aren't mindreaders... is this a PCI card, a USB modem, or...

Sorry 'bout that! USB modem, XP, standard setup and system. I've checked
what would seem to be the most likely culprit, a fax or connection program
hogging the port, but can't find anything doing this and am at a loss as to
what to try next. Any suggestions appreciated.
