Erratic Network Performance

I have 2 Windows 2003 servers. (One standard edition, 1 Web Server edition.)
They both connect to the same GigaBit switch. I am attempting to move files
from one to the other. I get roughly 400Mbs throughput - for about 10
seconds. Then it drops off to 1Mbs or less.

I do not have QoS installed on either box. I have tested this in both
directions and with both boxes controlling the transfer. Same results. Is
there somewhere I should look for bandwidth throttling mechanism?

Full Duplex enabled? I'd download Ethereal to see exactly what is going on.
