err: The browser was unable to promote itself to master browser & ISA server

I have DC on 2003 server and I have another 2003 server with ISA. the
Internal network Allow all traffic by adding rule that permit all
protocol from Internal to Lacal Host and opposite.

Suddenly we awere that ping from other computer to ISA by Name is not
ansewred. and RAS on ISA server cnnot got authonication for VPN users.
the problan resolves by using some trick of change the Fix IP of ISA
server to be obtain from DHCP (from DC) and switch again to Fix IP.
but after some houre the problem come back. (it's seem that NIC
configure well the IP and subnet)

On events we see err:
+The browser was unable to promote itself to master browser.
+This computer was not able to set up a secure session with a domain
controller in domain

this problem cause by ISA? what the solution for that?

This is a classic case of a multihomed browser problem. Make sure that
the public NIC of the ISA server has Netbios over TCP/IP disabled, and
disable the computer browser service on the ISA server. The DC should be the
domain master browser.

Also make sure that the public NICof the ISA server does not register
its IP address in your local DNS. This can also cause name resolution
problems on the LAN.

thenks all. Finally I find the problem on my case, the win2k3 remember
the old NIC card, and claim that have another device with the same IP
(is hidden from the Network Connections folder because it is not
physically in the computer). the solution is to remove this device
from the list (http://support.microsoft.com/kb/269155).

by the way: I try to set Netbios over TCP/IP as disabled, but this
prevent me to participate the ISA to domain. the NetBois needed for
joining computer to Domain?
