Enumerating SSIDs and getting Signal Strength values (programming)...

If this isn't the right group, please direct me to a better place. I
just stumbled on it (snort)...

My Toshiba 6100 comes with an Atheros Client Utility (I think this is
a standard Microsoft dialog because I also have an Orinico card and it
has a status dialog that looks very similar).

This tool provides a signal strength (yeah, I know it's not great, but
it does give an indication). I'm a software developer and want to
write a simple tray app that provides just SSID and signal strength.
I have netstumbler and based on what I know about it, the ability to
obtain this information is card-specific? However, I also have found
a lot of very interesting info that's probably tied to XP's Zero
Configuration that appears it might provide some info too.

Any recommendations on where to start with this? APIs I should focus
on, web sites that explain WiFi under the hood?

to what to search for on msdn, or another newsgroup or site.
