The Dial-Up Adapter is there because the computer has a modem. If you
don't use a dial-up Internet connection, there's no harm (and no real
benefit) to deleting it.
The TV/Video connection could be created by a device such as a TV
tuner card, USB video camera, etc. In Device Manager, right-click it
and click Properties to find out more. If you delete it but keep it
installed in or connected to the computer, Win98 will probably
re-install it the next time the system boots.
