how to enable "apply static route" for some users in "Dial in" tab of Active Directory on Windows 2003

Nows, I like to config "status root" for some users so that these users can
route to remote network when they dial in to my VPN servers. But when I open
Active directory, click properties of some users, and select "dial in TAB",
but the "apply static route" entry is sunk, can not modidy.
Any body can know, please help me. Please reply to me as soon as possible.

Is AD running in native mode? I think that is essential for this to work.

Hi Bill Grant !
I don't know my AD is running in native mode or not ? how do I check ? And
if is not, how can I change, and resolve my problem ?

Hi Grant, My Server is Root Domain Controller is Windows 2003 , but I don't
know why in "Dial in TAB", the "apply static route" and "Control Access
through Remote Access Policy" are "sunk" although I'm running with the user
that have the highest privillege.

Is this server a member of the RAS and IAS servers in AD?
