Can someone recommend a reliable, low cost service to use with Outlook ...ie
pop/smtp email?

The Sky email service is nowhere near as good as their broadband service.

I have no problems with Sky's email service. Running 3 separate email
accounts, all work fine.

The Claranet news and mail account is a service for customers who
require an email address and also the ability to send emails (SMTP
access) via an alternative ISP.

This account is suited to customers who have Internet access with a
different ISP but are not provided with an e-mail account or SMTP
access, such as BT Broadband Direct customers.
Features
Email account
Unlimited email addresses (SMTP/POP Mail)
Access to over 55,000 newsgroups (Text only)
10MB of webspace for your website
