I've seen nothing to suggest traffic shaping only applies at peak
times... As far as I am concerned, people on levels 2/3/4 will
always have higher priority than me, on level 1. The only thing
that's different in peak hours is that traffic will be counted against
the monthly allowance

They seem more likely to 'require' you to upgrade to a higher level
as their options seem limited - there's no mention of individuals on
different speeds, just " level 4 gets greater priority than 3, 2, 1".
We stream audio and video most days, sometimes for hours (at
least 3 Windows PCs here, plus iMac and linux) such as when the
Snooker is on, with different snooker games being available. I'd
expect traffic this month to reach 40-50 GB (where ~30 GB is a
minimum most months). Lots of complaints about poor speeds,
eg on dslzoneuk.net and lately some speed tests have been a
bit low... if you expect 50/ 75/ 100 GB I'd go for lev 2/ 3/ 4.
