Dynamically detect network environment

Hi all,

are there tools that allow you to detect devices on a network WITHOUT
first configuring that interface with ifconfig ?

it are two different questions, mrouted and autodetection. The problem is
different.

The autodetection questions was because of problems with my news reader
.... sorry.
