In the old days, NT 4, putting a DC running WINS on 2 different networks was
problematic.

Is that reasonable doable under 2003 and if so, are there any tricks to be
done.

(I only NEED the WINS to handle one of the networks.)

It is still problematic and not recommended,...very strongly not
recommended. It was proably safer to do it with the old NT4.

Having WINS service two networks is fine as long as the WINS server
isn't acting as the router. If the WINS server is not acting as the router,
there is no reason for it to be multi-homed, and everything works. A
multihomed DC is a headache and should be avoided if at all possible.

Why use WINS when you can use DNS?

Anything older than Windows2000 needs WINS to find the DC reliably. There
are still many Applications out there that need it as well if the LAN has
more than one subnet.
