Dual Ethernet / Teaming?

On most HP / Compaq servers there's a software utility that allows you to
use the dual ethernet ports as what HP calls a "Team" to increase the server
bandwidth to the switch.

My question is, in cases of small work group servers (not HP / Compaq)
where the manufacturer does not supply such a utility does Server 2000 /
2003 have any capabilites within itself of creating something like that?

No. It is not an "OS thing". It is tied to the hardware of the Nics and the
software capabilities of the Nic's Drivers.

The Windows Network Load Balancing (NLB) is for clustering multiple
identical servers,...not nics.

Some NICs come with software for this purpose, I think some of the Intel
Server NICs have teaming and balancing software.
