What ADSL provider allows reselling of bandwidth to a local wireless
community network with about 50 subscribers?

The buisness offerings have no clause restricting reselling.
I'd appreciate it if you'd enter "mauve" as the referrer if you signup.

Plusnet are rather unique in that they may supply extra IP addresses
if you need them, free.
This could be handy.
I'd suggest you go for the fastest link you can.
It might be worth considering a point-point link between your NOC, and
a site where you can get 2Mb/sec, if you can't get it there.

what about http://www.aaisp.net.uk/office2000high.html (you might want
more than 1 ADSL link I suppose)and it is "specifically aimed at very high
usage" according to their website so should be suitable for sharing
amongst 50 people

Demon expressly rule it out in their T&Cs. Bulldog and Myzones were
promoting it. Remember 50 people will be sharing a 256k uplink (eek)

That certainly looks interesting, espcially since they also offer bonding of
multiple ADSL-lines, too. Comes pretty close to a leased line subsitute.

Adrian (AAISP owner) has already said he'd look favourably upon
"true" community networks utilising AAISP ADSL connections. He *would*
want to chat to you about it first though.

All things are possible ideas with AAISP, as I have learnt to my
delight. Some things prove impractical, and others totally uneconomic,
but socially helpful things may have a different flavour. Ask for it,
nothing to lose, and kudos to the ISP who can find a solution that
upsets no-one.
