I have two network cards installed on my windows 2003 server. The first
network card I label as LAN and set it to this:
IP: 192.168.0.1
sub: 255.255.255.0
Gate: nul
DNS: 192.168.0.1

The second network card I label as WAN and set to the Static IP provided
from my ISP

I enable NAT routing with the routing and remote access. I tell it that WAN
is my Interenet connection.

The problem is that once I have the LAN set to the internal IP numbers all
connection is stopped. I cannot connect or connect out from the server.
Once I remove the settings for LAN then I can connect.

Ideas?

What do you mean by "...remove the settings for LAN...", you are using a
very obscure description and I don't know what you really mean by that.

But that aside...

Set the LAN nic to first priority.

My Network Places--->"right-click" pick properties--->Advanced from top
menu --->Advanced Setting.... from lower part of menu --->Adapters and
Bindings--->make sure LAN nic is listed first, use side arrows to adjust.

Even if this doesn't solve the problem it should be done anyway.
