DSL Connection speed

I don't know if I am at the right message forum, so please forgive me if I am
not and point me where I may need to go.

I purchased a Compaq Presario SR1230NX in December, 2004 that runs XP Home,
a AMD 3200+ Athlon XP, 1 Gig Ram, a A7V8X-LA motherboard. In February 2005 I
signed up for 1.5Mbps DSL connection and was able to determine my dowload
rate was about 1.12Mbps about right for handshaking loss. I signed up in
December of 2005 to get a 3.0Mbps connection.

After much wrangling by the ISP they finally got the right through put and
download rate of 2.4Mbps through the downstream of the modem and cat cable
using the technicians laptop. When connecting to my desktop all I can get is
1.9 download rate.

I placed a pci 10/100 DYNEX DX-E101 network card thinking the on board NIC
might have problems, but it still had the same download rate of 1.9. I went
through Control Panel, Network Connections making sure the new card was seen
and connected properly with no change in speed.

The 12 month warranty from HP has run out and they want an arm and a leg for
paid support. I have had succes in other MS forums and was hopping to get
headed in the right direction and solve this great mystery why I can't get
the same through put as the technicians laptop. The ISP says they have
solved the problem on their end and now it is my bottleneck to sort out.

Are there settings that are editable within the system that would change the
connection speed? If so, please guide me to that shinning light.

You many want to post to the microsoft.public.windowsxp.network_web
newsgroup. This newsgroup supports Microsoft's Broadband Networking
hardware and brand software and not networking in general. You might also
want to check the very fine web site on networking,
www.practicallynetworked.com . I would keep in mind that rates quoted by
ISP's are "up to" normally, and you're very unlikely to get 3 Mbps with any
hardware, if that's what you're expecting.

Chris:

I appreciate the information on where to check further. I am only expecting
to top out at 2.4Mbps of their maximum 3.0Mbps quoted rate. I understand the
loss in time for the handshaking through the modem and other losses.
