DsGetDcName returns the wrong controller

I am running Server 2000 on a 2000 Domain all with up to date with service
packs and patches.

When I run dcdiag at site B on DomianController B, it gives a warning and
returns
domain controller A from site A (which was our fisrt domain controller)
for the DsGetDcName portion of the utility diagnosis.

DNS and wins seem to be configured correctly.
Any suggestion on where to start?
