DSCC4 + HDLC mini-HOWTO

Dear everyone,

based on personal experience, I've written a short summary of what's required
to run IP over a DSCC4-based board in Linux, using the open-source dscc4
driver by Francois Romieu and the generic HDLC layer by Krzysztof Halasa.
