I have seen this and other odd behavior by the Microsoft Windows Server 2003
Scalable Networking Pack release, which is included in windows 2003 server
SP1 and as a seperate download for Win2003 SP1.

You can try to turn off this functionality by following the steps below and
see if it helps your situation.
To turn off TCP Chimney by using the Netsh.exe tool, follow these steps:
1. Click Start, click Run, type cmd, and then click OK.
2. At the command prompt, type Netsh int ip set chimney DISABLED, and then
press ENTER.
