It could be due to a marginal line. I had exactly this problem replacing a
working ADSL router (forget the make) with a Vigor 2600. The Vigor 2600
worked on another ADSL line elsewhere, but wouldn't synch on the ADSL
line the cheap-and-nasty router worked OK on.
In the end it turned out the special firmware "UK2" was needed. Go to
http://www.draytek.co.uk/support/index.html
and note the info in the "Release Notes" for the firmware
"The special 'UK2' version of the firmware is only for use where
the standard firmware cannot sync. reliably on your ADSL line,
for example on very long line with high attenuation. Use the
standard firmware otherwise."
It did the trick for me - hope it solves your problem too.
