Can anyone recommend a download manager that supports scheduled
downloads (i.e. when the bandwidths better) ?

Free Download manager has that feature. It also free.

Orbit Downloader (incorporates Grab++ to ease downloading movies from
youtube etc.)

What it might also be worth you doing is running something like
PeerGuardian to see if whichever program you choose makes outgoing
connections to places you haven't asked it to - one of the well known
ones I tested (Flashget IIRC) made a hell of a lot to somewhere in
China for no known reason.
