Download from command line -Remotely- !

Hi
i've a problem , which is that local users are downloading large specific
audio files from internet then reupload it again to a remote server.
i wanna save my bandwidth , is there's a utility to help me to download from
remote website to a remote ftp account ?
or maybe i let them to connect at my remote server where they use telnet to
access command prompt .. but what command can make me download from internet
in the command line ?
i tried to find a tool "wget" for windows its originally from linux debian
... but it works once and other times not.

may some one help ?
