I was wondering if someone could tell me how or point me to a web site
to show me how to connect a DOS system to a Windows 98 network. I have
the two computers connected through a hub using static ip addresses. I
have never hooked a DOS system to a Windows 98 machine before.

You can get the dos network client from the microsoft site here

ftp://ftp.microsoft.com/bussys/clients/msclient/

There are two (floppy) disks. You only need disk1 to establish a
netbeui connection. You will probably also need a dos driver for your
network card.

If you want to run file sharing services from dos you need the updated
net.exe available in this archive file

ftp://ftp.microsoft.com/softlib/mslfiles/wg1049.exe

If running file sharing services, don't let the dos machine anywhere
near the Internet since there is no fix for dos (or windows3.1) for
the single character password bug later corrected by patch in win9x
