You are absolutely correct in stating that those who choose to help
through this foundation should "proceed very cautiously" - online fraud
is very common. However to support their case, I'd point out that the
same IRS letter states that the Foundation "will be treated as a
publicly supported organization" until October 31, 2006. Moreover, web
site of Embassy Of Russian Federation in the US,
http://www.russianembassy.org on its home page has a banner pointing to
the foundation's website,
http://moscowhelp.org.
I recognize that certain level of assumption and trust is required of
those who choose to help by making a donation, and I suppose i can never
offer irrefutable proof of their legitimacy. Scandals surrounding
mismanagement of relief funds even by the UN and related orgs have been
widely covered. However, I chose to believe that moscowhelp.org really
is trying to help victims and made a donation and I hope many others
will too.
I invite you to go to moscowhelp.org and read about the foundation and
make up your own mind. also, feel free to call them and ask questions,
they are pretty good about answering the phone.
