domain user can't access properties of Lan connection

I am working in a cisco lab where students need to change ip addresses
according to lab but the problem is domain user or local user does not have
right to do so and if I add the to administrators group they will gain lot of
power , I have tried every thing even power groups are not able to do so
please help me in regard

Are your network is in AD envirnoment? i mean domain or workgroup?
