Believe it or not I still have a Win98 machine on my network. I'm doing
some testing with my Linux machine acting as a PDC. My question, is it
normal for the Win98 client to allow access to the desktop (even though
there's no network file/print sharing) when the password box is blank and
the cancel button is clicked? Is there a way to stop that behavior, making
it necessary for logon name and password to be entered for access to the
desktop?

There's very little security with win98.

On the pc, run regedit, and open this key:

HKEY_LOCAL_MACHINE\Network\Logon

Create a DWORD value "MustBeValidated" and set it to 1.

This won't work unless the machines are set to log onto a nt or
equivalent domain. If the server connection goes down for any reason,
your client machines (not already logged on) will be out of action
unless you boot into safe mode and remove this value. This last bit
makes it easy to circumvent for anyone who knows what they're doing.
